BUILDING AN EFFECTIVE CONSERVATION STRATEGY FOR TODAY AND TOMORROW

For many years Portland has sought solutions for its water and sewer problems; and after coming into office as Mayor, I began reviewing the different alternatives and options available that have been presented to the City over the last 40 years. Each engineering study had approached water and sewer as two separate problems instead of seeing them as a singular issue.

The City draws its raw water from West Fork Drakes Creek and discharges its sewer effluent into Sumners Branch. Both of these water ways are small and have their regulatory and physical limitations.

The link below is my Capstone research project that I submitted during my Certified Public Manager program. Some of my findings and possible solutions in helping resolve both of these issues are contained within the paper.

After many meetings with the different regulatory agencies that govern our ability to move forward, I am hopeful that Tennessee is beginning to see the value of reclaimed water and working toward real world regulations allowing such.
